Personality
Reeve's a politician. He's particularly adept at reading people, situations and flows of information. When he cares to, anyway. He is somewhat famous for his legendary eccentricity - while his age and experience should have long ago put him in the running for some occupation of minor power, he usually runs off to a different monastery or temple and begins from the ground up once more.
He has a good heart but chooses his fights carefully. There are lows that he will fall to if he thinks that it is worth it - if asked to choose between the life of one person over many persons, he will nearly always choose the many. It is not so much an issue of scale as it is an issue of priorities - and Reeve is a man who likes to think that he has his priorities in order.
He doesn't like the Yevon church. It's too corrupt, too inefficient, too powerful. And yet still has a death grip on Spira's soul and Reeve recognizes that. He wants to use it for better things but in order to do so, he needs power. And power's the one thing he's afraid of.

History
It had been a long time since Reeve had meditated. But with the stench of blood and the scream of the dying still fresh in his mind he needed - even for just a moment - to feel some inner peace. Yevon knew that none had received much for the past tenday. He had casted cura so many times he was running a risk of permanently injuring himself.
The machina rumbled. Fired one long arcing loop of brilliant energy.
Sitting down cross-legged, he began. Breathe in... breathe out... breathe in...
Operation Mi'ihen. A madcap plan. From the beginning, they knew the chances. They had always known the chances.
But they had hoped.
"Brother."
Reeve stopped in the middle of his meditation. Blinked away the odd sensation that he had very nearly reached enlightenment just then. Recognized the acolyte as being one of the more promising of the recent recruits. Marche. Quick-witted but also gentle. He'd held onto his head when many around him had lost it.
Reeve recognized that nervous look. Reeve gravely nodded his head. None harmed the messenger.
"Your petition..." the boy squeaked, "Zev's refused it."
v.v.v.v.v
Reeve's fist hit the oakwood desk.
It was a sturdy desk. The books and parchment placed on it didn't even flutter. The Ronso priest raised a blue-white eyebrow as he regarded his fellow priest. Zev was, even amongst the Ronso, a colossus. Seated, he was still slightly taller than Reeve's near six foot height.
"Why have you denied my request?" Reeve asked, his voice harsh and brittle. Of all the people he would have no doubt understood the importance of the gesture. Should have understood the importance of the gesture.
"Brother," Zev rumbled, his voice deep and patient. "They are Al Bhed."
Reeve's jaw did a good imitation of dropping. He never lost that much control but he needed to get the point across.
The Ronso growled in reply. "Do not test my patience Brother Tuesti. You are not a stupid man."
Reeve wondered, sometimes. He had allowed the Crusaders to be excommunicated without so much as a peep. That had not been a battle he could have won. The Knights had only managed to retain the grace of the Yevonite church by virtue of having been commanded to battle.
"The Chocobo Knights have been decimated by Operation Mi'ihen." The man finally said, his voice tight and controlled. "Allowing the Al Bhed to enter their ranks would be a tactically sound. They have died and bled together. There would not be... friction."
Zev nodded. He had been there. There was a pause as memories, all too fresh, came to haunt them both.
"It is not something I can change." Zev whispered.
He regarded Reeve thoughtfully. "But perhaps you can."
