I've seen this done before - basically, a character can RP from the get-go instead of waiting to be accepted BUT cannot use abilities or class abilities and so on. It's an easy way to encourage activity and to take a load off admin/moderator shoulders as they have a little more flexibility in getting to profiles.
Course' this is a 'this is what I have seen before' sort of thing so, take it as you will.

Unfortunately, no. It is generally a bad idea for this site. Other sites, it's alright due to how that site is designed. FXS is not. While it is a good idea, it's very difficult because what if, for example, a character was made but there was a dragon growing out of their arm? Despite not using abilities or anything, they would still have a dragon growing out of their arm. And that is very awkward to explain.

You make it sound like every other site with this particular rule in effect has characters with the wackiest of designs. I won't say that I haven't seen some eccentric characters in my time, but people tend to control themselves.
Oh well, twas' just a suggestion. :3
